Priscilla graduated from the Chinese University of Hong Kong with a bachelor of Social Sciences majoring in Politics and Public Administration, and completed her Common Professional Examination and the Postgraduate Certificate in Laws course in the University of Hong Kong to qualify as a barrister of the High Court of Hong Kong. She has a particular interest in Chinese Law so she pursued further degrees in the Mainland and was award a Master of Laws degree and a Doctor of Juridical Science degree from the reputable People’s University of China. Since then Dr Leung has been lecturing at the City University of Hong Kong and is an Associate Professor at the City University of Hong Kong’s School of Law. Priscilla has been politically active and since 2008 she has been directly elected to the Legislative Council of the Hong Kong SAR and since 2013 she has become the Chairman of its Panel on Administration of Justice and Legal Services. For her contribution in having taken a leading part in public affairs, she was appointed as a Justice of the Peace in 2011 and was awarded a Silver Bauhinia Star in 2013. Priscilla was elected as a Director of the Chinese Judicial Studies Association in 2015 and re-elected to the Legislative Council of the Hong Kong SAR in 2016. She continued to be the Chairman of its Panel on Administration of Justice and Legal Services.
