Albert Wu

Mr. Wu Yingpeng (Albert) obtained his Bachelor of Laws (LLB) from Beijing Normal University in 2009, his Master of Laws (LLM) from Renmin University of China in 2011, and his Juris Doctor (JD) from City University of Hong Kong in 2016. He further earned his Postgraduate Certificate in Laws (PCLL) from Hong Kong in 2017. Currently, he is pursuing his Edvanced Master of Public Administration (EMPA) at Tsinghua University.

Albert successfully passed the Chinese National Judicial Examination in 2012 and was awarded the Legal Professional Qualification Certificate in 2013. He qualified as a licensed lawyer in Mainland China in 2017 and subsequently joined a prominent international law firm in Beijing, where he served as a Senior Partner. Currently, he holds the position of Senior Consultant at Beijing Dacheng (Dentons) Law Offices LLP. In addition, Albert was also called to the Bar of Hong Kong in 2018, he is a practising barrister of the High Court of Hong Kong and a founding member of Foundation Chambers.

As a dual qualified legal practitioner, Albert main practice areas are civil and commercial litigation in both Hong Kong and the Mainland China. Albert has considerable experience in dealing with complex cross border cases. He provides expert opinion on PRC law to HK courts,and also advises People’s courts in Mainland China on HK law.

In terms of public service, Albert has been elected as a member of Election Committee of Hong Kong SAR, a member of the Chinese People’s Political Consultative Conference (CPPCC) Guangdong Provincial Committee, a standing committee member of the CPPCC Zhanjiang Municipal Committee, a member of Youth Federation of Hunan Province,and a council member of the Guangdong Overseas Friendship Association. Albert also serves as a council member of the Chinese Judicial Studies Association of the Supreme People’s Court and is a member of the China Law Society, a member of the Western Returned Scholars Association, and a member of Chinese Association of Hong Kong and Macau Studies.

Albert also has a keen interest in academia. He teaches law courses at Jinan University, Shenzhen University, and Zhejiang University, offering common law courses for Mainland Lawyers (foreign-related lawyers) and delivering lectures on PRC law for Hong Kong lawyers (Greater Bay Area lawyers). Additionally, Albert serves as a part-time research fellow of the “One Country, Two Systems” and Basic Law Institute of Jinan University and holds the position of Secretary-General of the Hong Kong Basic Law Education Association. Albert also a contributing writer to national key social research projects. Moreover, Albert volunteers to deliver Pro Bono lectures on the PRC Constitution Law, the Hong Kong Basic Law, and the Hong Kong National Security Law to Hong Kong legal practitioners, public officials, as well as university and secondary school students.

Albert was recognized as one of the Ten Outstanding New Hong Kong Young Persons in 2020.
