This function parses the Card Initialization Date tuple, \fBCISTPL_DATE,\fR into a form usable by \fBPC \fRCard drivers.

The \fBCISTPL_DATE\fR tuple is an optional tuple. It indicates the date and time at which the card was formatted. Only one \fBCISTPL_DATE\fR tuple is allowed per \fBPC \fRCard.
