splogger - make entries in syslog

ssssppppllllooooggggggggeeeerrrr reads a series of messages and feeds them to ssssyyyyssss----
lllloooogggg. At the front of each message it puts _t_a_g (default:
ssssppppllllooooggggggggeeeerrrr) and a numerical timestamp.
ssssppppllllooooggggggggeeeerrrr checks for aaaalllleeeerrrrtttt:::: or wwwwaaaarrrrnnnniiiinnnngggg:::: at the beginning of
each message. It selects a priority of LOG_ALERT,
LOG_WARNING, or LOG_INFO accordingly.
ssssppppllllooooggggggggeeeerrrr logs messages with facility _f_a_c. _f_a_c (default: 2)
must be numeric.
ssssppppllllooooggggggggeeeerrrr converts unprintable characters to question marks.
ssssppppllllooooggggggggeeeerrrr does not log blank lines.
ssssppppllllooooggggggggeeeerrrr folds messages after 800 characters, since ssssyyyysssslllloooogggg
can't handle long messages. ssssppppllllooooggggggggeeeerrrr uses a + after the
timestamp to mark folded lines.
Note that the ssssyyyysssslllloooogggg mechanism is inherently unreliable: it
does not guarantee that messages will be logged. It is also
very slow.
